Volta
University College was established in 2006, in pursuant to Section 24 (Act 179) of 1963, under the laws of Ghana and Section 660 (1) Companies and Allied Matters Decree, 1990, established under the laws of the Federal Republic of Nigeria.
 
          In pursuant of Education, a pivotal 7-Point Agenda of “His Excellency, Alhaji Umaru Musa Yar’Adua” , The President and Commander in Chief of the Federal Republic of Nigeria in line with UN millennium Development Goals (MDGS), in response to the call of Nigerians in Diaspora. It was legally and officially instituted in Nigeria, through the Ministry of Justice, on the 26th of September 2007, by His Lordship, Mrs G.U. Ukeje, The Administrative Chief Magistrate, Aba South, Court 1 at Ngwa High School, in fulfillment of the fervent Supra-Ministerial and Multi-Sect oral response to Nigerians in Diaspora.
 
In pursuant of the Section 1-5 of the Declaration of Paris HIV/AIDS SUMMIT of December 1st 1994, and the ‘SUMMARY OF THE DECLARATION OF COMMITMENT’ of the UNGASS, held between July 25th and 27th in New York by Heads of States, Titled; “GLOBAL CRISIS AND GLOBAL ACTION” against HIV/AIDS, to address ANNEX 1 : FULL TEXT OF THE DECLARATION OF COMMITMENTS ON HIV/AIDS;
 
The Former Head of State, His Excellency Chief Olusegun Obansanjo GCFR stated thus;
 
“We do not have choice but to contemplate exceptional measures to contain the spread and devastation of HIV/AIDS.
And those measures have to be comprehensive and total in all level-national, Regional and global, comprehensively
 
The president mandate on Primary Health Care Revitalization published in a quarterly Magazine of Primary Health Care (The Road, October – December 2004), Volume 7, No 4, ISSN 0895-381x, identified the need to include HIV/AIDS curriculum in the field of public health care in Nigeria and NUC/UNESCO pilot studies, addressing HIV/AIDS problems from the national point of view.
 
                             On the other hands, the VUC programme approval by the faculty of Pharmacy and Medicine, University of Lome, Republic of Togo, as well as its programme accreditation by Ministry of Upper Education and Research in the same country, are all in line with Regional realization of the global objectives against the pandemic-HIV/AIDS, through the 7-Point Agenda of President Yar’Adua’s Administration. All these approvals are in conformity with the primary objectives of All West African Universities as well as the priority of the West African Health Organization (WAHO), in the spirit or regional coordination in the global fights against this scourge to humanity.
 
Colin Powel, The former Secretary of States to the United States of America stated thus:
 
“We of the 21st Century know better. We know that a virus causes AIDS. And we know how to prevent its spread.
Treatments have been developed. Science has given us grounds to hope for vaccines, ultimately, for cure.
All this is known, yet our global response to its rapidly spreading scourge has been woefully inadequate”.
 
Paragraph 70-89 of the Summary Declaration of Commitment on AIDS has passed every message, in line with the philosophy of the former Secretary of States to the United States Government. It is disturbing to note that Nigerian Government is still contemplating on how to integrate HIV/AIDS into Nigerian Degree awarding institutions.
 
Who are those “We in the 21st Century,” from the perspectives of the former Secretary of the United States, Colin Powell? The earlier Nigeria sees HIV/AIDS, as pathology, within the frame work of virology, Public Health, Community Medicine, Abnormal and Clinical Psychologist Epidemiology, Chemical Pathology, Microbiology and comprehensively as a disease condition, the better for us as a nation. HIV/AIDS perils are far above the levels, sensitization duties of Non-Governmental Organization in Nigeria and West Africa at Large.
 
We know what to do, and for this reason, a photocopy of UNGASS document is published under the background information of this document, for a closer attention by the Federal Government of Nigeria.
 
The Founding President of Volta University College, through a corporative Agreement endorsed with the ‘Village Du Benin’ for partnership in Lome, Republic of Togo, instrumented the accreditation from the Ministry of Upper Education and Research to Volta University College, as Degree Awarding Institution, reference to Letter No N/REF 217/CIREL-VB/07, dated LOME Le 31 MAI 2007.
 
It was felt that the Corporative Agreement, between Village Du Benin, in the field of French Studies, was going to help both students and staff of VUC, to tackle the problems of HIV/AIDS, by breaking the communication barriers, between the French Speaking and English Speaking Nations, in the Sub-Region of West Africa. Due to lack of logistics in the programmatic implementation, the Corporative Agreement between Volta University College and Village Du Benin, Faculty of Pharmacy and Medicine, University of Lome, accepted to evaluate programmes submitted by Founding President “Professor Duru Earnest Chidi” with emphasis on tackling the problems of HIV/AIDS as an academic discipline. As a result, the following programmes were approved as a academic areas of study within the domains of Public Health and other infectious diseases:
 
  • 4 years Degree Programme in HIV Studies
  • 4 years Degree Programme in Mental Health Care
  • 4 years Degree Programme in Drug Abuse Prevention Studies
  • 4 years Degree Programme in Refugee Management on the 26th of June 2007 by the Dean of Faculty of Pharmacy and Medicine, University of Lome, Togo
 
Approved the following Degree programmes are in line with the SUMMARY OF THE DECLARATION OF COMMITMENT ON HIV/AIDS designated by the United Nations General Assembly Special Session, PARIS AIDS SUMMIT DECEMBER 1 1994 and 25th – 27th June 2001 and the primary objectives of All West African Universities/West African Health Organization (WAHO) as a regional programme in West Africa.

  • Criminal Justice and Law Enforcement Administration
  • Degree Programme in Education, Business Studies, Nursing Education, Agriculture, Catering and Nutrition, Natural Resources, Fishery Industry, Nursery to High School Education, Power to Decentralize Campuses, in the Sub-region of West Africa, And to seek affiliation, collaboration with other institutions subject to Section 24 Act 179 established by the parliament of Ghana in the year 1963 in ECOWAS
  • In Comprehensive compliance to the NUC letter dated 26th June 2008, reference No: NUC/AS/185/VOL I and VUC reply Dated 08-08-2008 with reference NO VUC/NUC/STD/VOL I reflects that Volta University College is processing it’s license as a Bonifide Private University, In line with due process and the rule of law, as a legal Institution in the Federal Republic of Nigeria.
